Duties:
Under the general direction of the Assistant General Counsel and consistent with good customer service practices and the goals of the of the Office of General Counsel, provide timely responses to internal clients/external customers, follow through on commitments, and to solicit and consider the Office of the General Counsel and Department of Water Resources (DWR) management input when completing work assignments.

Attorney Vs are the most experienced, skilled, and qualified attorneys in the Office of General Counsel and the top experts in a complex and difficult legal field at the Department of Water Resources. Working independently, incumbents at this level are involved in the most difficult and most complex litigation and agency decision-making, which includes innovative theories, practices of law, specialization in law/regulation and the highest levels of expertise. This position will require travel to State agency boards, Council meetings and workshops and other proceedings to represent the DWR.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Able to work cooperatively with a variety of individuals and organizations.
  • Must be able to professionally communicate with DWR executive management, colleagues, and internal and external stakeholders.
  • Experience with taking a leadership role in the most complex and difficult planning proceedings and administrative litigations.
  • Experience with federal and state laws including but not limited to Endangered Species Act (ESA), California Endangered Species Act, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), National Environmental Policy Act (NEPA), and Delta Reform Act.
  • Experience providing legal advice and services related to difficult and politically sensitive matters.
  • Experience with Real Property litigation, acquisition, and mitigation.
  • Experience with tax-exempt municipal bonds, U.S. tax laws, and arbitrage theories.
  • Experience with bill analysis, state contracting law, the Public Records Act, and the Government Claims Act.
