The mission of the DTSC is to protect California's people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products. DTSC is part of the California Environmental Protection Agency (Cal/EPA), has more than one thousand employees, and is headquartered in Sacramento.

DTSC regulates the generation, handling, treatment, and disposal of hazardous waste in California. DTSC also cleans up thousands of hazardous waste sites in California including disposal sites and industrial sites that resulted in contamination of soil and groundwater. Over the years the scope of activity of the agency has expanded significantly to include the regulation of commercial products including toys, jewelry and even food packaging as it pertains to toxic substances contained within them and the exposure of humans and the environment to these toxic substances.

DTSC's Enforcement Mission is to achieve a unified, comprehensive, effective, and equitable enforcement program that partners with communities and the regulated industries to achieve and sustain full compliance with California Hazardous Waste and Hazardous Substances Laws.

DTSC also protects the public health of communities and the environment from toxic contamination left behind from past industrial and commercial activities through its brownfields and environmental remediation programs under RCRA (Resources Conservation and Recovery Act), CERCLA/Superfund, as well as many other laws governing clean-up of contaminated land, water and air.

DTSC is currently recruiting 4 highly motivated and talented attorneys, who are passionate about protecting California's human health and environment to fill one position in the Clean-up for Vulnerable Community Initiative Team, one position in the Site Mitigation and Cost Recovery Team, and two positions in the Enforcement Team. As an Attorney III you will have the opportunity to:
  • Provide legal advice and assistance to the Department's management
  • Oversee legal consistency and formulates legal policy pertaining to the implementation of applicable laws and regulations, including the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (42 U.S.C. 9601 et seq.), the Hazardous Waste Control Act (Health & Saf. Code, division 20, chapter 6.5), and the Hazardous Substance Account Act (State Superfund law) (Health & Saf, Code, division 20, chapter 6.8)
  • Provide legal recommendations and other legal support concerning proposed hazardous waste legislation and regulations, complex litigation, and statewide program initiatives affecting the Cleanups Program
  • Meet with the Deputy Director and other Department managers on a regular basis to coordinate legal support

Working Conditions:
A hybrid telework schedule may be available for this position. The positions can be located at the Sacramento Headquarters Office, Sacramento Regional Office, Berkeley Regional Office, Chatsworth Regional Office, or Cypress Regional Office.
