Position Overview:
A Non-Profit Oklahoma Agency is seeking an attorney to serve as an Assistant General Counsel with a primary focus on issues of compliance with laws and regulations relevant to the Authority's role as an electric utility. The responsibilities of this position include:
  • Essential job functions include, but are not limited to:
  • Serves as lead federal regulatory counsel, providing advice and counsel to all levels of the Authority on matters subject to regulation by the Federal Energy Regulatory Commission ("FERC") and North American Electric Reliability Corporation ("NERC").
  • Advises Authority on FERC Orders, Rules, and compliance obligations applicable to non-public utilities.
  • Advises Authority on legal issues related to organized energy markets.
  • Advises Authority on compliance with laws and regulations applicable to tariffs and rate schedules.
  • Reviews, drafts, negotiates, and advises on transmission service agreements, power purchase agreements, interconnection agreements, and other agreements applicable to electric utilities.
  • Provides both routine and specialized legal advice for general matters and matters unique to electric utilities.
  • Provides easily understandable assistance and explanation to Authority stakeholders (including Board of Directors) regarding legal and regulatory issues applicable to electric utilities.
  • Negotiates agreements common to the electric utility industry, including ISDAs, NAESBs, and Power Purchase Agreements.
  • Communicates and collaborates with stakeholders throughout the Authority and external industry peers and regulators, as appropriate, to achieve Authority objectives and build relationships.
  • Participates in industry peer groups and trade organization activities representing the Authority's interest and to maintain compliance best practices.
  • Engages and collaborates directly with Authority engineering, operational, financial, and management staff to achieve consensus and identify solutions.
  • Assists in the Authority's risk hedging strategy development.
  • Works directly with outside counsel, as required, on legal and regulatory matters relevant to the Authority.

The ideal candidate will have substantial knowledge and understanding of the legal and regulatory matters that are pertinent to the electric utility industry. The ideal candidate will also:
  • Understand how organized energy markets and Regional Transmission Organizations function.
  • Demonstrate expertise with complex transactions, particularly power purchase agreements, Open Access Transmission Tariff filings, and interconnection agreements.
  • Develop and submit regulatory filings.
  • Analyze and understand commercial and strategic matters relevant to the electric utility industry.

Education, Training, Experience:
  • Juris Doctorate from an American Bar Association accredited law school.
  • Minimum 6 years' experience, required.
  • Experience in assessment and interpretation of laws and regulations.
  • Experience with matters relevant to the electric utility industry.

Certificates, Registrations, Licenses:
Valid Oklahoma driver's license
