GTL is seeking Vice President, Bid Protest Attorney to join our in-house legal team located at our corporate headquarters office in Falls Church, VA. The Bid Protest Attorney will be responsible for developing, implementing and representing on the company’s bid protest strategy. Working closely with Executive Management, Sales, Contracts, Legal and RFP teams, the Bid Protest Attorney will be responsible for:
Developing and managing the company’s bid protest strategy to include specification protests, and offensive and defensive award protests.
Partnering with internal stakeholders involved in the RFP process to ensure compliance of all bid submissions.
Managing the resolution of all bid protests and any other disputes related to the contract award process.
Using protest portfolio results to develop a protest library including arguments and counterpoints.
Taking a hands-on approach to all facets of the protest process, including drafting and revising legal and administrative briefs.
Managing all aspects of protests, including staffing, litigation strategy, work product, and budgets.
Developing scalable processes and procedures.
Driving post-award debriefs to gather information about the award.
Ensuring a strong understanding of all the business opportunities that GTL has and/or is pursuing.
Must be a graduate of an accredited law school and admitted to practice in one or more state bars.
A minimum 10 years of general counseling on government contracts-related business and regulatory issues (including prime contracts, teaming agreements, subcontracting, joint ventures, procurement issues, compliance and certification issues, due diligence in M&A transactions, and data rights).
Must have successful bid protest process experience; demonstrated success defending contract awards from protest as well as demonstrated experience successfully protesting awards.
Results-oriented, highly collaborative, pragmatic, flexible, takes initiative, and creative.
Must have state and local technology government contracting experience; experience working in the telecommunications industry strongly preferred.
Must possess full knowledge of the federal, state and local procurement process with a heavy emphasis on state and local.
Excellent verbal and written communication skills; strong presentation skills.
Experience working in a fast-paced, deadline driven environment.
Experience in litigation, managing counsel reviewing, editing briefs, etc.
Excellent analytical, strategic, legal research, and advocacy skills.
Ability to effectively manage numerous issues across multiple areas and set priorities independently.
Ability to work collaboratively as part of a team and create and maintain strong relationships with internal and external stakeholders.
Ability to effectively, efficiently and professionally manage multiple time-sensitive projects while meeting competing deadlines.
Ability to act as a pro-active problem solver (anticipates issues based on historical trends and/or industry actions); demonstrated strong problem identification and resolution skills.
Demonstrate sound judgment as well as apply logical/critical thought processes.
