The Office of the Attorney General is seeking applicants for the Deputy Chief of the newly created Independent Investigations Unit. In March 2021, the Maryland General Assembly passed legislation creating an Independent Investigative Unit within the Office of the Attorney General. The Unit is directed to investigate all alleged or potential police-involved deaths of civilians, and to provide a report containing detailed investigative findings to the State's Attorney of the County that has jurisdiction over the matter. The Deputy Chief will support the Unit Chief in leading a team of experienced prosecutors and investigators, in partnership with the Maryland State Police, to enhance transparency, strengthen public trust in the criminal justice system, and engage and collaborate with external stakeholders and partners.
The Deputy Chief will assist the Chief in overseeing the operations of the Independent Investigations Unit and have a critical role in shaping the policies and protocols of the Unit. This will include overseeing all investigations of the Unit and supervising its personnel, as well as ensuring the use of best practices and sound investigative techniques. In addition to managerial and liaison responsibilities, the Deputy Chief will carry a robust caseload and should expect to engage in case management, legal research, and writing.
Experience: The ideal candidate will have at least seven years of criminal investigation and/or criminal litigation experience and admission to the Maryland Bar. Experience with high profile or sensitive investigations is essential, along with excellent writing and investigative skills. On an as-needed basis, the Deputy Chief will be required to work outside of normal business hours and to travel throughout the State. Management experience is preferred.
