The Department of Children and Families, Office of General Counsel, is seeking to hire a Senior Attorney to be based at the Agency Headquarters in Tallahassee, FL. This is a Select Exempt Service position that is responsible for providing legal guidance in the area of Rules and Rule Promulgation.
Examples of Work:
Assists program offices with the development and guidance of Department regulations, rules, and policies.
Provides general legal support to the program offices to draft rules in compliance with Chapter 120, F.S.
Works with the Joint Administrative Procedures Committee (JAPC), the Office of Fiscal Accountability and Regulatory Reform (OFARR), and the Department of State.
Drafts and reviews proposed rules for both substantive and technical legality.
Leads rule development, conducts rule workshops and rule hearings as necessary.
Reviews proposed legislation and existing statutes to ensure statutory alignment.
Compiling required information, drafting, and publishing the Annual Regulatory Plan.
Compiling required information, drafting, and publishing the biennial Rule Review.
Represents the Department in administrative litigation arising out of rule promulgation.
Performs other related duties as assigned.
Knowledge, Skills & Abilities:
Experience researching, navigating, and interpreting Florida Statutes
Experience researching, navigating, and interpreting Florida Administrative Code
Skill in managing multiple complex cases
Ability to work independently and in a team environment
Ability to recognize and act on emerging issues and shifting priorities
Ability to communicate effectively orally and in writing
