The Labor and State Affairs section is recruiting for a full-time attorney to represent the Department of Administration and all state agencies in contracting and procurement of supplies and professional services. This work involves advising state agencies in the acquisition process, reviewing contracts, and representing state agencies in bid protests, appeals, contract negotiations and disputes. The attorney in this position will provide daily advice to agencies on discrete legal questions, drafting and reviewing solicitation documents and contract terms, and representing clients in administrative and court proceedings on contract disputes and bid protests for virtually all departments and agencies of the state. Additionally, the attorney will help with a range of other matters handled by the section, such as labor relations, employment, and general advice to the Department of Administration.
Applicants must be able to work independently, have excellent judgment and strong client relation skills, and be able to manage competing deadlines. Applicants should be able to establish and maintain cooperative relationships with public agencies, state officials, the public, and their colleagues, and enjoy being part of a team. Applicants will be expected to handle all phases of administrative litigation, including discovery, motion practice, and appeals. The successful applicant must possess superior analytical and writing skills and must have an interest in drafting, editing, and testifying on legislation.
