The Legislation and Regulations section provides advice and representation to most executive branch agencies, including the Office of the Governor. The section’s attorneys prepare legislation and amendments, monitor state and federal legislation, and coordinate the department’s testimony before the state legislature on bills. Attorneys in the section also provide advice on parliamentary and constitutional questions on legislative procedures. The attorney’s primary responsibility will be researching and drafting complex and high-priority legislation and providing advice on constitutional and legislative issues. Other primary duties of the section include review of proposed and adopted regulations, and working with executive branch agencies on regulations matters. The attorney will work closely with executive branch agencies and other department attorneys. The attorney will also have the opportunity to assist in evaluating constitutional and other issues of statewide importance.
Applicants must have graduated from an accredited law school. It is preferred that applicants have a minimum of five years of licensed practice that included significant responsibility for drafting legislation and amendments, taking into account form, style, and legal issues. Desirable qualifications include an understanding of the State of Alaska’s organizational structure and legislative and budgeting process. While not required, experience in drafting or reviewing regulations is also desirable. The successful candidate must be willing to draft legislation in a variety of subject areas. Candidates must demonstrate exceptional writing and analytical skills, strong organizational and time management skills, and the ability to offer solution-oriented options for complex issues. The applicant should be able to work comfortably and cooperatively in a team environment, sometimes on an expedited basis.
