Description:
Essential Functions and Responsibilities:
  • To perform this job successfully, an individual must be able to perform each essential function of the job with or without reasonable accommodation.
  • Counsel the Department on matters including tax credits, economic development initiatives and programs, policy matters, legislation, compliance, procurement, open records, audits, and employment law
  • Perform complex legal research and provide legal memoranda and advice on a wide variety of issues to executive staff, program administrators, personnel, and boards and commissions
  • Prepare and/or review forms and documents related to administering programs, including applications, guidelines, contracts, loans, and loan guarantee and grant agreements
  • Counsel the Department’s Community Development Block Grant program across multiple initiatives
  • Provide support and guidance to the Department’s legal counsel
  • Assist in drafting and reviewing legislation and administrative rules and determining their fiscal and operational impact to the Department
  • Appear on behalf of the Department in administrative or other tribunals as requested
  • Assist programs with developing and implementing process improvements
  • Perform other related work as requested

Competencies:
  • Ability to provide legal advice, opinions, and recommendations, both orally and in writing
  • Ability to interpret federal, state, and local laws, rules and regulations, guidance, and policies and procedures
  • Knowledge of Missouri constitution and statutes
  • Knowledge of business and real estate incentives and financing, including such terms and concepts as economic impact analysis, cost-benefit ratio, rate of return, return on investment, time value of money, and gap financing
  • Ability to assist in directing litigation against and by the Department
  • Strong written and oral communications skills
  • Ability to conduct highly complex legal research on a wide variety of matters
  • Ability to communicate effectively with all levels within the organization, and, as requested, with the Governor’s Office, General Assembly, the business and development community, and sister agencies
  • Ability to negotiate effectively with private practice public finance attorneys

Qualifications:
  • Possesses a juris doctor from an accredited university and be in good standing with The Missouri Bar
  • Minimum of three years’ experience practicing law
  • Direct experience with, or a knowledge of, tax credit programs preferred
  • Education or experience in finance and/or economics preferred
  • First chair litigation experience in judicial or administrative proceedings preferred
