This position is in the Excepted Service. Selection under this appointment authority does not confer civil service competitive status.

Excepted Service DoD civilian attorney positions are wholly exempted from the appointment procedures in part 302 of title 5, Code of Federal Regulations (Reference (n)). However, the DoD Components are required to follow the principles of veterans' preference in hiring civilian attorneys as far as administratively feasible, as provided for in this Instruction.

  • Provides legal advice and assistance to the Commander/Director and the Deputy and to top level personnel at the CMO, other DCMA offices within the geographic coverage of the CMO, and other assigned offices and Center personnel. The Counsel plans and directs the legal activities of the CMO, assuring that all actions taken by clients are in accordance with laws and regulations, with special emphasis on assuring actions taken conform to the basic principles of law. Provides guidance and legal advice to ACO?s, TCO?s, CACOs, DACOs and Property Disposal Officers, reviews final decisions, and as required, serves as the legal member of duly constituted boards of review.

To qualify, you must possess professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Your resume must show you have the competencies necessary to successfully perform the work of the position at the appropriate level.

Applicants must possess the first professional law degree (LL.B. or J.D.). You must provide your transcripts.

Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof is a "certificate of good standing" issued by your state of licensure within 6 months of the date of application or a screenshot of your bar status taken from your state of licensure website dated within 6 months. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good standing and in active status prior to appointment.

You must possess professional legal experience in excess three years that is commensurate with the duties and responsibilities of the position.

Your resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the appropriate level, with at least one (1) year of recent and relevant Federal acquisition law experience at the NH-03/GS-13 level or equivalent.

The principle selection factors for this position follow:
  • Ability to provide accurate, timely, responsive and ethical legal advice and counsel that addresses the operative facts and applicable law and provides clear and workable guidance.
  • Ability to provide effective support working cooperatively with senior level civilian and military clients using problem-solving skills to facilitate consensus solutions.
  • Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving).
  • Excellent oral and written communication skills and proficiency as an advocate.
  • Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.

Special federal sector legal experience, preferably DoD, in the following are not required but will be given favorable consideration: employment law, fiscal, contracts, intellectual property, information law, or administrative law.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
