Description:
Reporting the Chief Compliance Officer, the Export Control Officer and Compliance Officer provides comprehensive oversight for and coordination of a broad range of academic, operational, business and research compliance programs that promote a culture of compliance and the highest standards of ethics, integrity, and responsibility within the University community.

This position is responsible for designing, developing, implementing, monitoring, and communicating an effective export control, licensing, and compliance program at Syracuse University.

The Export Control Officer is the primary point of contact for internal and external inquiries regarding export control compliance. The Export Control Officer will lead and coordinate institution-wide initiatives to understand and apply the federal export control laws and regulations to a wide variety of activities throughout the institution, including research and non-research-related activities that have implications for campus operations. This position is also responsible for assisting the management of compliance and regulatory matters, including responding to and investigating allegations of wrongdoing, assessing risk, developing, and implementing corrective action plans, as appropriate, and ensuring the institutional regulatory reporting is managed.

Qualifications
  • Advanced degree in regulatory, technical, or legal field (M.S., J. D, or similar).
  • Advanced degree preferred in research administration, or regulatory compliance.
  • Four (4) plus years of experience managing export compliance and/or secure research programs; including experience with current export control regulations.

  • Strong communication skills with the ability to work across diverse groups, including faculty, administrators, and regulators, and to facilitate complex conversations about regulatory requirements, integrity, and ethics.
  • Ability to work with limited supervision.
  • Excellent written and verbal communication skills.
  • Discretion with complex and highly sensitive information/material; and understanding of the social, ethical, and legal contexts in which research activities are conducted in academia and industry.

Responsibilities
  • Responsible for export compliance at the University, including review and approval of University technology control plans, and research proposals and contracts where export control regulations or terms are applicable.
  • Applies for export control licenses when necessary.
  • Works with appropriate units on campus, identifies the inventory of equipment on campus which might trigger export control compliance obligations.
  • Serves as an" Empowered Official" registered with the U.S. Department of State for International Traffic in Arms Regulations.
  • Serves as a designated point of contact and resource for University researchers, administrators, and sponsors, regularly responding to requests for information, analysis of export compliance, and review of related contract provisions.
  • Assisting with the management of compliance and regulatory matters, including responding to and investigating allegations of wrongdoing, assessing risk, developing, and implementing corrective action/mitigation plans, as appropriate, and ensuring the institutional regulatory reporting is managed.
  • Writes variety of export control and compliance educational and training materials tailored for different audiences across campus, including faculty, staff, and students.
  • Conducts educational and training sessions for various constituencies, including faculty and designated contact people within centers and departments.
  • Assist with the management and facilitation of the Foreign Affiliation Task Force across various constituencies.
