The City of Bellevue is looking for an exceptional candidate to fill a senior attorney position. To be considered, you must have substantial background advising government clients on property, public works, utility, environmental, and long range planning matters and have some litigation background in those areas. The ideal candidate will be comfortable advising City Departments on day to day legal issues, assessing litigation risks, and providing briefings to the City Management and City Council.

Essential Duties and Responsibilities
This Senior Attorney will be part of the legal team working on the legal challenges arising in a thriving and diverse city which is routinely ranked among the best mid-sized cities in the country. Bellevue is home to some of the most exciting redevelopment projects in the Puget Sound region.

The attorney filling this position is expected to primarily advise the City’s Community Development and Utilities Departments. The Community Development Department handles a broad spectrum of issues, ranging from comprehensive land use, environmental stewardship, and other long-range planning, to affordable housing, economic development, and arts and culture. The Utilities Department has four diverse business lines (water, sewer, stormwater and solid waste services) providing exceptional public service to Bellevue residents and businesses. As a Phase II NPDES permittee, the Utilities Department is responsible for administering programs such as the stream team that educates Bellevue residents about the benefits of water quality and monitors fish populations in our creeks. The Utilities Department continues to move forward with various Smart City initiatives to enhance customer usage of its services.

Primary Duties:
  • Provide counseling and strategic advice to the Utilities and Community Development Departments, City Management, City Council, and assigned boards and commissions, both orally and in writing, on all facets of legal issues, including but not limited to environmental issues, contracts, land use, public works, real property, affordable housing, and urban planning.
  • Represent Utilities and Community Development Departments in administrative hearings (such as hearings before the Growth Management Hearings Board and the Pollution Control Hearings Board) and related appeals.
  • Provide legal interpretations of regulations and laws that govern the conduct of City business.
  • Respond to inquiries from City Management, City Council and the general public.
  • Assist City departments in drafting resolutions and ordinances for adoption by the City Council.
  • Draft contracts and other legal agreements/documents with other governmental bodies and third parties.
  • Provide advice on other legal issues and represent the City in litigation, as needed.

Education & Experience Requirements:
  • Graduate of an ABA accredited law school with a Juris Doctor degree.
  • Currently licensed and in good standing to practice law in the State of Washington.
  • Considerable knowledge of the Clean Water Act, Growth Management Act, Land Use, Water Rights, Shoreline Management Act, Model Toxics Control Act (MTCA), Public Works Contracting, Surface Water Law, Real Property Law, Real Estate Financing, and Affordable Housing.
  • Minimum of 5 years of relevant municipal or other government experience.
  • Minimum of 5 years of litigation experience; appellate experience is a plus.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
