Key Role:
Serve as key subject matter expert advising and working closely with department leadership and acquisition programs to implement, track, and provide feedback on relevant intellectual property, acquisition, and contracting guidance and policies. Draft, provide input to, and enable the coordination of department-level acquisition and intellectual property policy. Support workforce development with regards to innovative approaches and strategies for addressing intellectual property and data rights considerations. Provide analysis and considerations to support the improvement of legal policy, process, and procedures pertaining to intellectual property. Develop recommendations and execute plans applying legal expertise in response to statutory, regulatory, and policy updates. Apply leading-edge principles, theories, and concepts and contribute to the development of new principles and concepts. Assist acquisition programs and offer approaches that encourage customized IP acquisition strategies based on the unique characteristics of the system and its components, the product support strategy for the system, the organic industrial base strategy, and the commercial market. Work on unusually complex problems and provide highly innovative solutions. Work without considerable direction and execute both collaboratively and independently in a fast-paced environment directly with clients.

Basic Qualifications:
  • 10+ years of experience as an attorney specializing in Intellectual Property and Data Rights
  • 10+ years of experience working in a level equivalent to a DoD acquisition program, PEO, Service, or OSD acquisition office
  • 10+ years of experience with full life cycle contracting for hardware, software, or information technology acquisitions
  • 10+ years of experience with DoD contracting regulations, including DFARS, FAR, and PGI
  • Experience with facilitating senior level meetings in-person and in a virtual environment
  • Secret clearance
  • J.D. degree

Additional Qualifications:
  • Experience with multiple contracting types or approaches, including OTA, BPA, or IDIQ
  • Experience with implementation of DoD acquisition policies and processes
  • Experience with intellectual property and data rights challenges and considerations during the acquisition lifecycle
  • Experience with development and adjudication of programmatic acquisition documentation, such as Acquisition Strategy, Acquisition Program Baseline, and Acquisition Decision Memorandums
  • Experience as an OSD staff action officer, including coordinating, and publishing issuances and department-level policies, managing legislative affairs, and facilitating OSD correspondence and task management
  • Knowledge of acquisition workforce development initiatives
  • Ability to engage with key stakeholders on course and curriculum development
  • Masters of Studies in Law
