Position Objective:
The Director of Law serves the New Jersey Turnpike Authority by:
  • Superintending and coordinating all legal services to the Authority
  • Acting as a resource for executive-level informed decision-making and problem-solving to facilitate the Authority's mission of its two toll roads to provide the safest, quickest and most convenient roadways for thousands of drivers every hour, every day
  • Educating personnel about legal requirements and risks to prevent or reduce liabilities and legal disputes
  • Representing the Authority personally, or through delegation to the Law Department's General Counsel and Special Counsels, in governmental and judicial proceedings

Responsibilities:
  • Establishes policies and procedures of the Law Department
  • Manages the EEO Office and assists the EEO Officer to ensure compliance with the Authority's Anti-Discrimination Policy
  • Delegates specific duties and assignments to the Deputy Director of Law, Senior Attorneys and Staff Attorneys
  • Reviews and approves policies and procedures in conjunction with the Human Resources Department
  • Participates in, or delegates to the Law Department's insurance brokers of record and consultants, the negotiation of insurance contracts on behalf of the Authority
  • Authorizes and manages assignments and litigation representation on behalf of the Authority to the Authority's General Counsel and Special Counsels
  • Assists the Purchasing and Materials Management Department and Engineering Department in the development and administration of their respective contract procurements
  • Administers all real estate matters
  • Administers all OPRA requests submitted to the Authority
  • Administers the toll violations/enforcement program in coordination with the Authority's E-Z Pass Customer Service Center Contractor, local and state law enforcement officials, and the Attorney General's Office
  • Administers all non-Engineering construction claims instituted against the Authority
  • Effectuates legal research, fact-finding, and investigations as appropriate
  • Provides advice and counsel to the Board of Commissioners, Executive Director, Departmental Directors and Senior Staff
  • Attends Commission Meetings, Executive Director staff meetings and others as necessary
  • Monitors legislative developments and advises the Board of Commissioners, Executive Director, Departmental Directors, and Senior Staff
  • Endeavors to ensure compliance with laws and regulations applicable to the Authority

Requirements:
Minimum Qualifications:
  • Juris Doctorate from a law school maintaining American Bar Association and state accreditations
  • 10 years' experience in the practice of law, including but not limited to, the specific fields of administrative, labor, litigation, real estate, and civil law
  • 5 years' experience in a supervisory or management role
  • Excellent written and verbal skills
  • Must have valid NJ Driver's license
