Job Description:
  • Consults and provides comprehensive legal guidance to A Government Entity clients on issues related to Congressional affairs;
  • Reviews Congressional requests and advises on responses, to include drafting and editing such responses;
  • Drafts memos, policies, and other documents for A Government Entity executive management, ensuring compliance with law and policy;
  • Briefs A Government Entity executive management on issues related to Congressional affairs;
  • Prepares witnesses for Congressional testimony and defends A Government Entity equities during Congressional testimony;
  • Manages or supports, as appropriate, document review and production in response to Congressional requests;
  • Engages directly with Congressional staff or counsel to address legal concerns raised by Congressional requests;
  • Develops and evaluates legislative, regulatory, and other policy proposals that implicate A Government Entity equities.

Qualifications:
Key Requirements:
  • Must be a U. S. citizen
  • Successful completion of a Background Investigation for Top Secret security clearance.
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually.
  • Demonstrated proficiency in collaboration, communication and legal writing is required.

Preferred Qualification:
  • Experience working as an attorney for a Congressional Committee or Member of Congress strongly preferred, with a particular preference for work on a Judiciary, Intelligence, or Oversight Committee.
  • Experience working as an attorney at another federal agency, in the area of Congressional oversight and investigations preferred.

Basic Requirement:
  • Possess a law degree from an accredited American Bar Association law school; and
  • Proof of active membership and good standing with any U. S. jurisdiction bar association

Positive Education Requirement: This position has a specific education requirement; all applicants must verify completion of this basic requirement by submitting proof of J.D. degree and proof of good standing with a U. Education: Applicant must possess a J.D. degree from a law school accredited by the American Bar Association (or have a LLM degree or other graduate law school degree in additional to J.D.) and be an active member of a U.S. jurisdiction bar association.

GS-14: Applicants applying for a GS-14 position must have 2.5 or more years post J.D. attorney experience.
GS-15: Applicants applying for a GS-15 position must have 4 or more years of post J.D. attorney experience.
