Job Summary:
The job duties of the Deputy Corporation Counsel include but are not limited to performing the duties of Deputy Corporation Counsel as provided in Wisconsin State Statutes 59.42. In the absence or in place of the Corporation Counsel, this position represents and advises A Government Entity leadership in civil matters and provides responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities:

The duties described below are indicative of what the Deputy Corporation Counsel might be asked to perform. This job description is to incorporate any county ordinances created for the position of Deputy Corporation Counsel. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:

Administrative Functions:
  • Represent the public interest through the Department of Human Services in mental health and alcohol commitments, guardianships, protective placements, and child and juvenile protection cases. Represent the Child Support Agency in child support establishment, enforcement and paternity actions.
  • Represent the County in employee grievances under the A Government Entity employee grievance policy and personnel matters. Serve as legal counsel in personnel and employment issues.
  • Represent the County in all administrative appeals, including those under Wis. Stat. 68 and Article 4, Section 2 of the A Government Entity Code of Ordinances.
  • Serve as general legal counsel for A Government Entity and represent the County in civil litigations.
  • Conduct legal research and draft written legal opinions. Draft, review and research county resolutions, ordinances, contracts and legal documents.
  • At the direction of the Corporation Counsel, attend County Board meetings and provide legal consultation to the County Board and its duly constituted agencies, boards, commissions and committees, elected officials, department heads and county employees.
  • Review claims, suits and demands. Coordinate discovery with county departments, develop litigation strategy and analyze settlement proposals.
  • Prosecute ordinance violations.
  • Perform any other Corporation Counsel duty and responsibility at the request of the Corporation Counsel and serve at the pleasure of the Corporation Counsel.
  • Regularly attend Executive Committee and County Traffic Safety Commission meetings; attend Health & Human Services Board meetings as required.
  • Serves as the County HIPAA Security Officer

Community Relations Functions:
Work with citizens to provide services in all types of cases as the public's representative.

Customers:
  • All County employees and managers the Corporation Counsel Division serves
  • County Board of Supervisors
  • Various citizens of the community and their family members in need that are served through our role of representing the public's interest

Team Members:
  • Employee members of the Corporation Counsel Division
  • Employee members of the Department of Administration (DOA)
  • Various employees and managers throughout County government that work on projects and cases together
  • County Board of Supervisors

Minimum Qualifications:
Qualification Requirements:
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

Education and/or Experience:
  • Juris Doctor Degree from an accredited law school required.
  • Minimum three (3) years of legal experience required and local government legal experience preferred.
  • Significant practice experience in several or all of the following areas of government law preferred: child support/paternity, guardianship/protective placement; termination of parental rights, children in need of protection and/or services, juveniles, termination of parental rights, mental health commitments, public health, zoning, labor and employment, contracts, open meetings and records and real estate.
  • License to practice law in the State of Wisconsin required.
  • Membership in the State Bar of Wisconsin required.
  • A valid driver's license required.
