Job Summary:
A Government Entity is seeking an Attorney to join the City Attorney's Office to represent the City as a legal advisor to the City Council, other City officials, and the City's departments, boards, and commissions. At the City Attorney's Office, we strive to provide the highest quality legal representation to A Government Entity; to give sound and objective legal advice to City officials and staff; and to act in accordance with the highest ethical and professional standards.

The attorney chosen for this role will have the opportunity to practice municipal law in a vibrant and growing community. The attorney may prosecute criminal violations of the City's Municipal Code in municipal court. The attorney may be responsible for representing the City in administrative proceedings, including those before the City's Administrative Hearing Officer.

Once hired, the attorney will also provide legal counsel to the officers, employees, and departments of the City on a variety of municipal law topics. Examples include topics such as legislation, land use matters, taxation, and employment law. A Government Entity handles a wide variety of litigation matters in-house, providing opportunities for the chosen attorney to handle a variety of litigation matters before local, state, and federal courts.

This position may be filled at the Attorney I or Attorney II level, depending on the qualifications of the applicants. A Government Entity utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site, in court hearings and proceedings, or telecommute remotely at a designated workplace within the State of Colorado as required for the position.

Experience, Knowledge, and Skills:
Minimum Requirements:
  • Bachelor's degree (four-year degree) from an accredited college/university program.
  • Juris Doctorate degree or equivalent from accredited law school.
  • Licensed to practice law in the State of Colorado (or if application is pending, admission to practice within 60 days of hiring date).

Preferred:
  • Training or experience in municipal law is preferred.
  • At least five (5) years of experience practicing law is required to be considered for an Attorney II position.
  • For the Attorney II position, expertise founded on wide experience in a discipline or field requiring comprehensive understanding of a combination of involved practices, precedents, facts, and conditions, or in a broad group of business systems is expected. At this level, knowledge has been supplemented by substantial work experience or enhanced by additional schooling in a specialized field in order to meet job requirements.

Knowledge, Skills, and Abilities:
  • Ability to answer questions from city employees regarding legal issues related to City projects and programs.
  • Ability to respond to inquiries from members of the public regarding legal issues related to City functions.
  • Ability to provide legal advice to city employees with recommendations on best course of action to take in a specific situation.
  • Knowledge of the business and organizational structure of Colorado municipalities.
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
  • Skilled in conducting negotiations with opposing parties and their attorneys related to administrative matters, criminal prosecutions, and civil litigation matters.
  • Knowledge of strategic planning of broad policies and specific objectives.
  • Ability to determine “what needs to be done” in applying broad City policies, as this is largely left up to the employee. The incumbent in this role will need to determine what has been done, what can be done, proposals for long-term policy, and estimates of what new resources are required. Limits are set by organizational policy, general directives, overall goals, and objectives.
  • Knowledge of legal basis for City's position, anticipation of likelihood of success in litigation, consideration of City's immediate long-term needs when negotiating strict compliance versus adequate compliance and time considerations.

Essential Functions (Duties and Responsibilities):
  • Understands civil and criminal litigation, and experience applying and interpreting statutes, rules and caselaw.
  • Conducts arraignments with defendants, pretrial conferences with defense attorneys, motions hearings before the judge, pretrial readiness hearings, bench trials before the judge, and jury trials.
  • Prepares administrative law matters, negotiate stipulated agreements, present facts, and evidence to an administrative tribunal.
  • Provides sound legal advice and representation to the officers, employees, and agencies of the City.
  • Provides case and matter management including motions practice, civil discovery, and depositions. Draft legal briefs. Prepare and present oral argument.
  • Conducts detailed legal research on complex topics. Draft legal advice letters, memoranda, and formal written legal opinions.
  • Coordinates work with other attorneys and paralegals.

  • Prepares contracts and other transactional documents. Draft ordinances, resolutions and other legal documents required to complete city projects and initiatives.
  • Attends meetings of city departments and work groups to provide analysis of legal issues and to provide legal advice necessary to develop appropriate policies and procedures and to formulate rules and regulations for the administration of City government.
  • Attends and participates as a representative of the City in meetings of local and regional governments and related entities regarding matters of importance to City projects.
  • Represents the interests of the City, develop relationships with allied agencies, and coordinate inter-agency efforts that are aligned with City projects.
  • Maintains subject-matter files in case management system. Update forms to reflect changes in legislation and case law. Develop training materials and other client communications.
  • Participates in continuing legal education programs.
  • Performs other job duties, as assigned.
